States WITH State-Funded Medical Programs

Notes: State residency is required in all states. Immigration status of children is not considered in these states.

1. California (Medi-Cal)

  • Full coverage for low-income residents, including undocumented individuals.
  • As of 2024: all low-income adults regardless of status.
  • 2026: planned enrollment freeze for adults.
  • 2027: planned introduction of premiums.

2. Colorado (Health First Colorado)

  • Covers income-eligible children and pregnant women regardless of immigration status.

3. Connecticut (HUSKY Health)

  • Covers children and pregnant individuals regardless of immigration status.

4. Illinois (All Kids)

  • Covers all children regardless of immigration status.

5. Maine (MaineCare)

  • Covers low-income residents, including children and pregnant women.

6. Massachusetts (MassHealth)

  • Covers low-income children and pregnant individuals.
  • Pregnant individuals: full benefits during pregnancy and up to 12 months postpartum regardless of status.

7. Minnesota (MinnesotaCare)

  • Covers low-income residents, including undocumented children and adults.
  • Adult enrollment expected to stop in 2026 due to budget cuts.

8. New Jersey (NJ FamilyCare)

  • Children under 19: eligible regardless of immigration status.
  • Pregnant individuals: must be lawfully present.

9. New York (Child Health Plus / NYC Care)

  • Child Health Plus: all children under 19 regardless of status.
  • NYC Care: expanded access for adults regardless of status.

10. Oregon (Oregon Health Plan)

  • Covers low-income residents, including children and pregnant women.

11. Rhode Island (Rite Care)

  • Covers low-income children and pregnant women regardless of status.

12. Utah (State CHIP Program)

  • Covers health and dental care for eligible undocumented children and teens under 19.

13. Vermont (Dr. Dinosaur)

  • Covers low-income residents including children and pregnant women.

14. Washington (Apple Health)

  • Covers low-income residents, including children and pregnant women.

15. District of Columbia (DC Healthy Families)

  • Covers low-income children and pregnant individuals.
  • Healthcare Alliance: proposed cuts may reduce adult coverage after Aug 1, 2025.

States WITHOUT State-Funded Programs

1. Alabama

  • Emergency Medicaid only (life-threatening issues and childbirth).
  • Free clinics and FQHCs provide sliding-scale services regardless of status.
  • Presumptive Prenatal Medicaid: 60 days outpatient prenatal coverage.

2. Alaska

  • Emergency Medicaid only.
  • FQHCs and free clinics available.
  • Hospital charity care available.

3. Arizona

  • Emergency Medicaid only.
  • FQHCs and free clinics offer full primary care on sliding scales.
  • Hospital charity care available.

4. Arkansas

  • Emergency Medicaid only.
  • FQHCs and free clinics available.
  • Hospital charity care available.

5. Delaware

  • State-funded aid for children under 19.
  • Must be US citizens or eligible non-citizens.
  • Small household fees apply.

6. Florida

  • Emergency Medicaid only.
  • FQHCs and free clinics available.
  • Hospital charity care available.

7. Georgia

  • Emergency Medicaid only.
  • FQHCs and community clinics available.

8. Hawaii

  • Med-QUEST requires children to be citizens or eligible non-citizens.
  • Proposed expansion to undocumented children failed to pass.

9. Idaho

  • Emergency care only under EMTALA.
  • HB 135 (effective July 2025) removes previous state-funded prenatal and immunization services.

10. Indiana

  • Emergency care only.
  • Nonprofits and health centers provide routine care.

11. Iowa

  • Emergency Medicaid only.
  • Community clinics provide non-emergency services.

12. Kansas

  • Emergency Medicaid only.
  • Routine care through clinics.

13. Kentucky

  • Emergency Medicaid only.
  • Relies on clinics and nonprofits for primary care.

14. Louisiana

  • Emergency Medicaid only.
  • Routine care through community clinics.

15. Maryland

  • Emergency Medicaid only.
  • Legislation advancing to allow undocumented individuals to purchase insurance in 2026.

16. Michigan

  • Emergency Medicaid only.
  • FQHCs offer full primary care on sliding scale.

17. Mississippi

  • Prescriptions often require legal ID.

23. New Mexico

  • Emergency Medicaid only.
  • FQHCs provide full clinics.

24. North Carolina

  • No full coverage; emergency Medicaid only.

25. North Dakota

  • Emergency care only.
  • Marketplace access blocked for many Dreamers.

26. Ohio

  • No Medicaid except emergency care.
  • Some prenatal and dental care via clinics.

27. Oklahoma

  • Emergency Medicaid only.
